Practical knowledge. Better governance. Stronger municipalities.
Emfuleni Local Municipality is rebuilding the Vaal region from the ground up. Under Executive Mayor Cllr Hassan Mako and Municipal Manager Mr. April Ntuli, our 2026/2027 Integrated Development Plan sets out a clear turnaround strategy: restore the basics, then build for growth. We are fixing water, power, waste and roads system by system. The Vaal Corporation Water Utility, a public-public partnership with Rand Water, is tackling severe water losses. A new 20 MVA transformer at the Town Substation is strengthening the electricity grid. The Zone 7 Waste Transfer Station and the “War on Decay” blitzes are bringing steadier collection, safer roads and working streetlights to our communities. Looking ahead, the Vaal 21 Strategy anchors our long-term vision: the Vaal Special Economic Zone, the Vaal Aerotropolis and Vaal River City. Together they aim to attract investment, create jobs and put the Vaal on the map as a modern industrial and waterfront destination.
